Peggy Noland Kansas City is the Kramer of West 18th Street. The 120-square-foot shop, operated by its namesake designer, is the eccentric neighbor that makes nearby shopkeepers smile and look bewildered. Four years in, Noland admits that she rarely sells any clothes at her store. It's more a gallery and a way to maintain a presence in her hometown, while her work shows and sells internationally. Still, it's worth a trip. It was recently covered in fluffy, white cushion stuffing and, not long ago, layered with strands of black plastic. The Gap it ain't. But the shop is a vital part of the eclectic little stretch of 18th Street that it shares with YJ's Snack Bar, Birdies and Spool. And, like the best quirky characters, Peggy Noland Kansas City always keeps you guessing about what will appear next.
